No, It works obly that if hoy start the quest chain of another zone (zuldazar or nazmir) you have to finish first un orden to start another

It isn't a bug. It's a new feature that Blizzard introduced in bfa

In which realm do you play? Because i could complete dime draenor dungeons, Minimum 3 ir 4
