Here in firestorm the questline was bug and you got It with mage toser but as It disappeared in bfa you have to get It in legión and you Will have It on bfa except drood form

Since legión PvP set cant be bought. You only get It in bgs and arenas and not always, it's random. Sometimes a chest fall from the Sky and It has a pvp gear but the location is random
