Where can i find xp rate npc

Hello i have like 5 characters but they level up so fast i can keep up

I know there is an npc in important cities but where is he 

Can you provide image of thier location on the map 

Or map where to find him at least

In oribos it isnt possible, That npc only exists in the other expansions

Then how can i survive in this game

I level so fast just by quests 

If any quest has a boss i cant even do anydamage to them because they scaled with my level and i dont have good gear because im still at low level quest

If you are horde speak to Slahtz in Orgrimmar in the Valley of Wisdom
