can't buy some BOA items

I can't buy packaged soul ash or packaged soul cinders from bonesmith heirmir in korthia. is this a known issue or something only for me? I have cleared floor 8 in torgast and have more than enough currencies to buy the items but all I get when I try is "Item is Locked". is there something else I have to do to buy them or is it broken like 90% of the rest of the stuff I find?

I did try to upload picture but that is broken too like 90% of the rest of the server.

The ability to purchase the items require clearing level 9 and up.
