Flying mount used as a ground mount?

I'm looking to buy a flying mount for my low-level toon can I use the flying mount as a ground mount before I hit level to fly.

Unless you get a flying mount on a max level character the only way you can get a flying mount is when you reach the level when you unlock flying.
