how i can get two forms spell for worgen ???

i really dont know how to do it in legion server sylvanas
but i saw other worgens transform . i didnt know how because of the bugged quests

Spell will be obtained at level 10.

The spell will be obtained at level 20 when you can get your first riding skill.

With all my respect, I have level 17 and i do not have the "two forms" hability. I asked in the "general world/english" chat and they tell me that we got the hability at level 20. Regards
