Guide to fixing Launcher error:  The CAS System was unable to initialize: ClientHandler: initialization error: failed to create storage component.

After downloading the client uTorrent makes the folder and files readonly (to protect the integrity of the torrent contents...).
As a result when you start the client you get the infamous CAS System error:

Further keywords to aid finding this guide:

tact::ClientHandler::Create failed: E_NOT_AVAILABLE

To FIX this remove the readonly flag from the folder and it's contents:
Rightclick the folder, find the checkbox for the read-only flag, untick (make it empty), then press Ok / Apply.

After downloading the torrent, your trade window would not work. To prevent this issue:

delete this file:
  Interface/FrameXML/SecureCapsule.lua
delete this folder
  Interface/Addons/Blizzard_StoreUI


This fixes not being able to trade or mail gold or items to your alts, or anybody ingame. These files are not downloaded by the Launcher, and not necessary to use the client.  You find further details and explanation in the bugtracker:

If you think your folder is reset to readonly, then consider this:

Windows did not crawl all the files to see if any has readonly flag, therefore it shows the MIXED/UNKNOWN readonly flag which is quite confusingly a big bar in Windows 10 (a smaller bar in Win 8):.

This is NOT when readonly is SET.

To check if your files are readonly or not, open the properties of a few individual files in the data folder, there the readonly checkbox should be empty:

If you have downloaded the recently released torrent which contains a zip file, then this is not an issue anymore, as the files unzipped have no readonly flag.  That was caused by the uTorrent client "protecting" the files from modification so it can seed it to downloaders.

Most probably you have a different issue, and failed to notice that the error message is different.  This topic is about the error message "failed to create storage component".
The image above shows a similar, but different error. Probably you have that "failed fetching the CDN configuration file", thats a connection issue. Keep on searching the forum or post a tech support question (this is an option for the lazies).  If you submit to tech support, be aware that "didn't work" is zero information. Submitting the screenshot and/or copying/typing your exact error message is the way to go if you expect any help.

Also, make sure your WoW folder isn't in the root folder (aka right on the disk itself). You can't easily remove Read-only rights if that's the case.

I cleared the Read only and then run as administrator and it worked

guys I've been trying for a week to fix this problem, I think if I can not fix it today I'll change the server, I think it's useless to wait any longer, the read only folder does not take me away, I tried to do a lot of things in is week but nothing, fortunately we have just played and donations have not yet done I did not play all the account, good luck to everyone I hope you solve =)

well I found something funny, when I cleared the read only square, Then apply changes, after that I tried to run the laucher ( having the same problem) I back to folders, .exe and they have again The  read only flag lol....

1st  the full client cant be download!!...keep on connecting to peers!!!

2nd   the minimum client cant use this method, ii think is because the file that need to set as read-only is not been download, coz i can only find sheme but cant find data.0000

3rd   is there any way i can download full client not by torrent file, or other place? coz seems like the only chance i have left now is the full client

4th is there any other ways to solve this problem?

I tried your way and game did run but it ran very slow like it takes long time to even set password and username at login screen and mouse clicks are so slow . At login screen background legion picture is not shown.please help any one i have full client legion.before batch 7.1.5 never had this problem.
