So, after close review, I have decided to deem your report as VALID.
From evidence you have provided, I can not see any legendary item buff active on this player.
The best thing you can do, is to download Details addon, which shows your stats and the stats of your enemy in arena (Damage, healing done etc...) With this addon you will be able to see any strange effect like in this case.
The reason, why this report will be deemed as VALID is following:
It is strictly forbidden to que 1v1 arena as healer. And it will not be tolerated.
This player will be punished under the following rule :
General exploiting: The malicious use of bugs in a way that normal game-play would not permit, generally giving the user an unnatural advantage.
