The tier 3 talent ( level 45 ) "From Darkness, Comes Light" is not proccing from Divine Star, Cascade, nor Halo. Its supposed to have an 8% chance from proc from either of those Spells. This is a big issue in dampening heals and conserving mana, especially vs Affliction Warlocks and Unholy DKs where it some cases it becomes impossible to out heal them when it should be much easier.
