Help with Kyrian coven quest

I'm stuck in the Kyrian coven quest chain. I am trying to start Chapter 7 - A Vessel in Ardenweald after just finishing chapter 6. I've done a lot of the other story quest thinking there must be a prerequisite for it but it still will not start.  I'm renown level 80 and completed chapters 1-6 in the chain, but still can't get the NPC that gives the quest to talk to me.

what am I doing wrong? what else is required to start it?

Hello @Pallier,

for the covenant campaign are only 6 of the 9 chapters available. You can continue with the Chains of Domination questline.

so chapter 7 isn't in the game yet? but i've seen people wearing the wings reward from it.
