Paladin with 62% Base Haste?

So ehm im queing 2s as usual and then theres this paladin doing some crazy DPS which seems a bit of.

yes paladins go zug zug with wings up.

But how about the CD on Hammer of Justice? I believe its Affected by haste no?

 

Basically this guy has too much haste

Even his Armory says 62%????????????????????????????

I spam this the other day in Discord and after a short while it went back to like 25% and now again 62%?

 

I check other people and their stats and confirmed with them and its accuretae.

 

How do we explain 62% HASTE????
