Where is "Lady Sylvanas Windrunner" in order to complete the quest in the title? She isn't in Orgrimmar and if i go to Unedercity i can't speak to her.

If you are an allied race you need to finish the starting quest and you should see her, also if you have any quest mentioned in this article you need to abandon it / finish it and back in and out of Grommash Hold and she should appear in order for you to let you turn in the quest.
