You will be able to create one in legion (sylvanas) and in bfa (sethraliss) realms

i dont see the option to make one in either of those as it tells me i need to have that exp down loaded and thats the ones i went to

Im thinking on sylvanas i need to get to lvl 70 before i will see it because i just saw where i said i need to have a lvl 70 on bfa so maybe that is why im not seeing it lol

Yes, you need to have a char lvl 70+ in order to see the option
