Simple and straight to the point, there's not a day that goes by where I myself don't encounter or hear other people saying "this quest is bugged" or "this quest's mechanics don't work" and feel tired of it being constantly mentioned. MoP's quests do need fixing, and by that I mean a lot for both factions. For those that decide to not run with looms and/or the 5x exp boost enabled quests are a big thing, and being able to complete them and get achievements + levels is extremely satisfying to all those questers and achievement hunters out there.
Anyways that's just my two cents on it and my suggestion, I'd personally rather have quests fixed first before dungeons.
