The player will be punished accordingly:
Use of Third Party Programs: Using a third-party program or modification to gain advantage over other players. This includes speed hacking, fly hacking, multi-boxing etc.

Punishments:
- First offense: 7 day account suspension.
- Second offense: 15 day account suspension.
- Third offense: 30 day account suspension.
- Fourth offense: Permanent account suspension.
Note: If the player uses hack in public (Stormwind, Orgrimmar, promoting the hack in chats, or guild, or any battleground / arena / dungeon / raid) the first and second offense will be skipped, and we will deal from 30 days to permanent suspension depending on severity (going to forbidden lands like the GM island will end on a permanent ban directly).Kind Regards,

The evidence you provided doesn't clearly show that he's bug abusing. It is possible that he interruped it immediatly (the bandage) also he got healed and a paladin can instantly heal a good amount too.

Also about insulting: If you encounter a player telling you a noob or idiot, put him on your ignore list please.
