This is true. The Black Bear which you get from killing all the leaders of the opposite faction did not work and neither did the helicopter from engineering.

There only seem to be BfA and SL as options... I have 1 character at level 70 so I'm unsure what the issue is? Edit: so I learned some of this is just straight-up broken... I was finally able to get to Legion and accept the quest from Khadgar to choose a location on the scouting map but the map does not work. You can't click on it and activate it in any way. Is there a way around this I'm unware of?

Is this a preexisting problem or new to the Dragonflgiht server? It's really odd... As I was doing random BGs, you will enter the match and you can no longer use any mount or use the chat. Others who I spoke to have also experienced this.

What if this is your first toon on the Firestorm ecosystem? What problems outside of transmog, etc will you experience?

Okay I solved it. For anyone having similar problems, put the minimal client in the World of Warcraft main folder, not the _retail_ folder within the main folder that some people recommended and not the Battle.net folder either.

I had all the retail files downloaded and did what I was supposed to do by putting the minimal client in the retail folder and wait for the Firestorm files to downgrade to this servers current patch. However, while in the game, it just constantly downloads files... It's almost as if the entire game is being downloaded again. Any idea what I'm doing wrong?

Not to take away from what you're saying because it's your opinion, however, levelling is very quick on retail now! Once you reach level 10, you can get from 10 to 60 just from leveling in Shadowlands for instance. And even then, I'm normally level 60 before I even finish the storyline there.
