quest not working ? found this on the forum. Velen then disappears while you are following him on "Finding a Foothold" and it looks like you can't establish a garrison at all, much less get a garrison hearthstone to easily get back to the map. If that happens, go to Garrison Ford at /way 32.34 23.92 and choose the dialogue option to build your garrison. It should be good now. it is not woking for me
