Firestorm said that Boris will return to all realms, and i saw him on BFA, and Legion, but does he come to WoD realm? If yes, when and where can i meet him?

Yes, Boris should be in WoD, in Firestorm discord server it said in announcements that Boris is in WoD and all other realms.
You can meet Boris at all major faction cities.
