You can turn in the quest by the same NPC where you accepted the quest. I flight to the ship by myself because the script for the flying wasn't available. the NPC where i am supposed to turn in the quest was on the flying ship. Removing the quest https://www.wowhead.com/quest=13418/preparations-for-war from https://www.wowhead.com/npc=31081/officer-van-rossem will force the players to fly to this ship, which will show them a lot more quests there (no matter if they are all bugged or not.).

Tested only on the Alliance side, not sure if the same bug exist for the Horde side.
