Hello. One of the many reasons players are discouraged from playing BfA is the fact that BfA removed the ability to acquire mage tower skins plus some others. I would suggest you make the skins shared between legion and BfA realms. That would allow people to play BfA while continuing to try for the skins on legion and not waiting for their characters to get the skins first before copying to the BfA realm again (when you allow that option in the future).
