Thanks for taking the time to make a report, but from the screen shot you submitted, it looks as though the other player is just asking about the possibility of you dying, by any means, not necessarily suicide. He's not telling you to kill yourself, but just bringing up the possibility of your end. While this is unpleasant, it is not against the rules of Firestorm. I'm afraid that this does not merit any action against the other player.
My decision is that your report against this player is invalid with the evidence given.
