As Xandrion said, Blizzard removed Reforging from game since Warlords of Draenor.

I totally miss sockets in items but what can I do when I want to play WoD, you have to put up with it or play on older expansion.

The client is limited to a encode per zone, so the us/EU game can't show the Cyrillic alphabet, same for the Chinese, other player can't view your name, talk to you etc.

 

and for the npc name etc please report it to the bug tracker.

No, the zone is not available because it's under development, not unavoidable because the boss/zone have changed.
