Broken Quest and/or Drop rate

Quest: (Daily) See How THEY Like It!

Quest Item: Mawsworn Emblem (x12)

Killing mobs in the designated areas 0% drop of mawsworn emblem
I've killed about 30+ mobs and emblem is NOT dropping!!!

Daily Quest is broken!!!
