Varzok does not give pet quest

Varzok in Orgrimmar is supposed to give the quest that allows us to battle other pet trainers. I can train from him but he does not have the quest. I even started a new account just in case it was some account-wide thing, which I've read before. Nope, nothing.

I'm at level 90, I've trained all the stuff from Varzok, and this quest just doesn't seem to exist. I've tried talking to Zunta, who would be the first person to fight if I had this quest, and he doesn't say anything to me.
