Please take a look on balance druids (pvp). Starsurge must proc from only 2 dots on target, not from multi target dots. they have too many procs ( while dotting more than 1 target) with insane crits (200-250k), poor healer dont have a chance to stand to 1 balance with 3-4 enemy targets.
