I have no idea where the WTF folder is, and I have no idea how to actually open the file or copy it to that folder since i set my computer to always open .wtf files with internet explorer. I was able to do the config.rar part though.

WTF is name of folder that you see in folder where you installed or download  game.It should be there.search for it. Once you download FS735.wtf file from above link then copy it then paste it inside WTF folder and replace it

Nope. I figured out the WTF folder stuff and downloaded and copied the file, but I still got the same error when I tried to play the game. I tried running it as admin but that didn't change anything.

Yeah this got rid of the error and allowed the launching to continue.

Just make sure that you have full controll as a user/admin to your path location (Disk drive).

I had to change settings to my whole disk as I did not have permission to change status of the folder.

(Would recheck the read only label)

There are 2 different cas errors.

Failed to create - 

Right click your wow folder > properties > uncheck read only > apply > apply to sub files and folders > apply > launch as admin.

If this issue persists. 

You may want to try and move your game to a none protected folder like your desktop and try the above step again.

 

Failed to Fetch -

Move it into your wow folder.

Extract it, click yes to anything it wants to replace.

After downloading the client uTorrent makes the folder and files readonly (to protect the integrity of the torrent contents...).
As a result when you start the client you get the infamous CAS System error:

To FIX this remove the readonly flag from the folder and it's contents:
